Portsmouth is a beautiful and historic maritime city in Virginia.  It is located in the center of the area known as "Hampton Roads" and is surrounded by other popular cities, such as Norfolk, Virginia Beach and Chesapeake.  It is home to the nation's oldest Naval Shipyard, as well as Portsmouth Naval Hospital -- one of the nation's oldest, continuous-operating hospitals.

Portsmouth, with a population of 100,565, has 27 schools and approximately 22, 608 youth under the age of 18. Afircan Americans make up the majority (53.5%) of the population, according to Census records; 17% of Portsmouth's population exist below the poverty level. Between the years 2008 and 2012, about 82% of Portsmouth's population were high school graduates, while only 19% had completed a college education.
